The old Circle S Ranch on Woodlake Avenue will become affordable housing, despite an appeal from three neighboring residents.
The original home on the property was built in the 1920’s.
The Los Angeles City Planning Commission upheld the approval for JZ Development to build affordable housing on the site.
The development was not only opposed by the three homeowners who filed the appeal, but by over 100 other residents at community hearings about the project.
The developer, under Executive Directive 1, will build a five-story structure with 332 apartments for low- and moderate-income seniors. There will also be parking for 154 cars.
The approval also included density bonus incentives permitting a larger structure than would otherwise be permitted by zoning, as well as removal of any restrictions on residential density.
The homeowners who filed the appeal argued that changes to the neighborhood tract’s covenants, conditions and restrictions had to be approved by two-thirds of property owners, and that current covenants and restrictions applied to single-family homes of one story.
JZ argued back that the conditions applied to lots 1-207 or the tract, while the project sits on lot 208, and that the covenants expired in 1916, along with the racial restrictions that were in the original conditions, which were outlawed in 1947.
